This typecase configuration matches the Russian case lay shown by Lockwood, American Dictionary of Printing and Bookmaking, 1894 (New York) reprinted by Gale 1967. The actual lay is Russian Single.

A very similar case is shown by Legros & Grant in 1916, with just two less divided boxes.
