Empty Hebrew Lower Case

This typecase construction matches the Hebrew Lower of MacKellar: The American Printer (5th edition 1870, and still in 15th edition 1885). It is also shown by De Vinne: Practice of Typography - Modern Methods of Book Composition (1904 and 1914). It is a Common case, ie for Hebrew without points (vowels). For Hebrew with points, MacKellar uses the standard Moxon Upper, and U.S. Lower configurations. MacKellar's Common case has 61 boxes, whereas van Winkle and Southward have only 56 boxes.
