This Irish lay is that of Savage: Dictionary of the Art of Printing (1841, reprinted Thoemmes 1998), as being the plan in use in Dublin. It differs slightly from Savage's New Lower by including hairs and em (shown as ---) and en (shown as --) rules, and using different boxes for & ! ; ? [ ( and particularly in including k in the Lower, rather than Upper, case. Savage says that the companion Upper is the normal lay in use in London at that time, but as that case has k in the Upper, this is not strictly true. The empty case is the English Lower.
